Spain denounced to Brussels for excessive payments for electricity system capacity

The Platform for a New Energy Model, together with the International Institute of Law and the Environment (IIDMA) and the specialized firm Holtrop SLP, have denounced the payments for capacity of the Spanish electricity system, filed a new complaint with the European Commission.

This complaint informs the Commission of the existence of capacity payments, a series of payment mechanisms for electricity companies in the Spanish market which they consider "violate EU law on State aid, are disproportionate and do not obey to the general interest ". "There is no justification for consumers to have to pay these extra costs," they point out from these organizations.

A large part of these payments are received by combined cycle power plants, which receive money because they are available for the system, although much of the year they are off. The Government in this 2017 has inflated up to the 725 millions of euros in capacity payments for coal and natural gas plants.
